Queensland Subdivision Budgets: Reconcile Owner Costs Before the QLeave Notification

The civil contractor’s price may leave out owner-paid costs that belong in the levy calculation and permit programme.

Start with the owner's complete cost schedule

A subdivision feasibility often groups costs by contractor, while a levy notification asks a different question: what costs belong to the work? Before delegating the QLeave notification, reconcile the civil package with costs paid directly by the owner. QLeave describes a Queensland levy threshold of $150,000 excluding GST and a combined rate of 0.575%. Those figures are checked on 5 November 2026; the actual work classification and applicable basis still require confirmation.

Do not treat a civil quote as the whole project

The official cost-of-work guidance includes civil and earthworks among direct costs and identifies relevant indirect owner costs. A subdivision owner may already have commissioned design or engineering before appointing the contractor. Build a reconciliation that shows the contractor's scope, separately engaged work and any duplicated allowances. The aim is a supported notification base, not adding every feasibility line without checking its treatment.

Keep the permit programme visible

QLeave's levy overview says applicable payment comes before the development permit for building, plumbing and drainage or operational work, or before commencement where no permit is given. Put the confirmed notification and payment hold point into the project programme. Ask the permit team what evidence they need and who supplies it. Do not leave the levy to an accounts task scheduled after the contractor's preferred start, because the administrative sequence can affect when the project is ready to proceed.

Appoint a notifier without losing the owner's costs

The QLeave FAQs explain notification by or for the person for whom the work is done. Record who is acting and what information the owner must provide. Give that person a dated cost schedule rather than just the accepted tender. Ask them to flag missing owner expenditure and differences in GST treatment. Obtain the submitted notification and payment evidence for the project file; delegation is easier to supervise when everyone sees the same cost reconciliation.

Worked subdivision test: engineering paid earlier

Imagine the civil contractor submits its construction price, but the owner has separately paid engineering design and project-management invoices. Create columns for the supplier, scope, net cost, whether the civil price already includes it and QLeave treatment. Ask the cost consultant to reconcile overlapping scopes and QLeave to confirm uncertain inclusions or exemptions. Keep a written explanation for excluded items. This example does not establish a levy amount; it shows why a calculation based solely on the contractor's latest invoice can miss relevant expenditure.

Resolve staging rather than splitting the spreadsheet

A project may have separate procurement packages or staged approvals. That does not by itself establish that every invoice is separate work for levy purposes. Give QLeave the actual description, site, staging and relationship between packages and ask for the notification approach. Keep the response with the approved cost basis. Do not restructure invoices to force a desired threshold result. The planning, engineering and procurement documents should tell a consistent story about what is being delivered.

Allow for changes and finalisation

Keep the original notified estimate and a change column for variations and owner expenditure discovered later. QLeave's cost guidance requires updating omitted costs and describes finalisation where the final cost increases by $50,000 or more, including a 30-day completion deadline. Confirm the current requirement for the project rather than using this article as a filing instruction. Assign the review to someone with access to the final ledger, and preserve the final reconciliation and any adjustment correspondence.

Subdivision levy reconciliation checklist

  1. Collect the civil contract and separately paid owner costs.
  2. Remove duplicated allowances and identify the GST basis.
  3. Ask QLeave to resolve scope, staging and exemption questions.
  4. Nominate the notifier and programme the applicable payment hold point.
  5. Retain the estimate and assign change and finalisation reviews.

TPC deal lens: reconcile scope before calculating

You are not expected to decide levy law yourself. Ask the quantity surveyor or cost consultant to assemble the evidence, and ask QLeave to settle classification and notification uncertainties. Keep the levy allowance, payment timing and any unresolved adjustment in the feasibility. Key Takeaway: the construction tender is an input to the notification, not automatically its complete cost base. Your turn: which owner-paid project cost sits outside your accepted civil quote?

Frequently asked questions

Is the civil contractor’s quote always the levy cost base?

No. Reconcile all applicable owner costs, including relevant direct and indirect costs, with QLeave’s guidance.

Does GST go in the notified cost?

QLeave describes the cost base and threshold excluding GST. Keep the GST treatment explicit in your reconciliation.

Can the contractor notify on my behalf?

QLeave permits notification by or for the person for whom the work is done. Record the appointed notifier and check that the owner costs are included.

Do separate invoices necessarily mean separate works?

Do not assume so. Ask QLeave how the actual project and stages should be notified rather than splitting costs to fit a threshold.

What happens when costs change?

Update the notification as required and confirm the finalisation obligation with QLeave. Preserve the original estimate and change reconciliation.
